About the course

This qualification is for people who are employed in the public sector as community advisors. People employed in these roles undertake a wide variety of tasks in diverse contexts for a significant number of public sector agencies.

The qualification recognises that in addition to agency-specific knowledge and understanding, community advisors require a range of skills and knowledge to perform activities that are relatively common to all agencies. The Compulsory section is designed to reflect this range of skills and knowledge. They include: building and maintaining relationships with stakeholders; leading groups and teams to achieve objectives; understanding group processes; giving presentations; business writing skills and knowledge and understanding of the underlying values and responsibilities of people working in the public sector including ethics as well as the Treaty of Waitangi and its principles.

The Elective section allows community advisors to select standards that cover skills and knowledge specifically relating to public sector core skills, public sector Maori, and public sector service delivery. Examples of these standards include: demonstrating knowledge and understanding of the nature and use of information in the public sector; administering government grants; meeting public sector organisational requirements for the provision of services; formally representing a public sector organisation; facilitating hui with Maori stakeholders; and developing and maintaining relationships with internal and external Maori stakeholders. The Elective section also allows community advisors to select the most appropriate complementary skills for their position by having the flexibility to select standards from anywhere on the framework.

This national certificate builds on skills and knowledge recognised by the National Certificate in Public Sector Services (Induction) (Level 3) [Ref: 1453], the National Certificate in Public Sector Services (Client/Customer Service) (Level 3) [Ref: 0659] and the National Certificate in Public Sector Services (Client/Customer Services) (Level 4) [Ref: 0660].

This qualification leads on to qualifications such as the National Certificate in Project Management (Level 4) [Ref: 1500], the National Diploma in Project Management (Level 5) [Ref: 1501], or the National Diploma in Public Sector Maori with strands in Management, Policy Advice, and Service Delivery [Ref: 0953].
